Moles of TiCl4 can be produced when 2.00 mol Ti react with 4.00 mol Cl2?

You have an abundant amount of Cl, so the Ti becomes your limiting reagent and since Ti is the limiting reagent only 2 mol of TiCl4 can be produced. The mole ration of Ti to Cl is 1:4 so you will notice that the given mol of reagents is just enough to react everything. No Ti or Cl2 will remain.
